Qortal provides a new type of consensus model that has never been utilized in any blockchain before. With this model 'anyone' with 'any computer' can potentially become a foundational user of the system, and assist with the 'signing' (or creating) of new blocks (transactions on the network within a given period of time) into the blockchain (distributed database and ledger).

The only 'approval' that is required in order to build website or application with any functionality possible, is a 'Registered Name' on the Qortal Network. -Qortal is intended to provide a Groups system where anyone can create Group and have admin privileges over their members and content. So although there will be no direct censorship over the Groups by the DevTeamthe admins of individual Groups will be empowered to choose what content they wish to see in their sub-communityThe same goes for each individual using the platform, it should be up to the individual to decide what content they wish to see or not see. Those 18 individuals were gifted a 'founder account' on the network.
