Once you're in the desktop environment, click the menu (bottom left, the 'start menu' replacement in Ubuntu with Cinnamon Desktop) and type 'mouse'. This will take you to 'mouse/touchpad' settings. Under the 'touchpad' options, click 'reverse scrolling direction'. That's usually the only setting required there, but if your mouse is 'bouncy' or 'acting weird' at all, you can set 'custom acceleration' and change both (usually about middle of the slider is good for most with issues) so that the mouse 'acts right'.
